Shelley reads guidance files, specifically:
* personal `AGENTS.md` file at `~/.config/shelley/AGENTS.md`
* project `AGENTS.md` files in the git root or working directory

Shelley will also notice `CLAUDE.md` and `DEAR_LLM.md` files.
